Hello,
To replace the string, you need to open the center cap by unscrewing the screw in the middle of the rotatory wheel. Then you will see the channel where the string runs through put the string there and close everything.

When you say it will not rev up to full speed, that sounds to me like a blockage either in the spak arrester in the muffler outlet, or the exhaust port is blocked, or the muffler itself is blocked.

Require Manual for Ryobi PTL 2543 25cc line trimmer
Or sometimes you unscrew a retaining bolt set into a plastic "lug", the spool drops out, refill t with line, replace it putting line through holes in the spool casing, refit the "lug" and tighten it again.
