When resetting the combination for

Question

When resetting the combination for the L-1000 Simplex lever or the 1000 series knob...the lock out slide does not release after it has been pushed in....can this be fixed or is the chamber malfunctioned. I ordered 5 M-63 chambers for our Simplex combination locks and everyone of them..the lock out slide did not release as it should.  Please advise....

I am an Illinois licensed locksmith working for a hospital in Rockford Illinois. Thank you for any assistance you can provide....  skl
