I have an HP Compaq dc7600 Small Form Factor PC and when I turn on continual beep sounds and the red light flashes but the computer will not start. can you help?
It all depends how many beeps there were.

I have only really come across 4 beeps = order new Power Supply or 5 Beeps = reseat the memory and hope it works

Re-seating the processor didn't help. The problem wound up being the CMOS. I pulled the battery and power plug for about 5 minutes, put my processor and battery back in and powered it up.
Working great now.

Pull out the ram chips and try, if it turns on then you need new ram,
try the same with the cdrom harddrive and all cards
