I need to program a mouse to hold the control key down while selecting multiple files. I am handicapped and need to do this with one hand.

Hit the LEFT-side SHIFT-key at least 5 times.
This turns on "STICKY-KEYS" within Windows,
such that touching the CTRL key "sticks" it on,
so that you can use the mouse to select items,
and then touch CTRL once more to "unstick" it.
