You might try to clear the cache in your applications menu in the settings first. Check for updates on the app. Relaunch the game. If these dont work then teu the uninstall and reinstall.

Error Code 28 - 'Out of Sync'
The "Out of Sync" message (error code 28) that you are experiencing is a pesky little bug affecting many of our users
It's proven to be a pesky little bugger, but here's a few things we've found so far that might be of assistance to you.
This bug occurs when the connection between your computer and our servers is dropped.
Falling out of sync can cause recent changes to your farm (prior to falling out of sync) to revert to their previous state. Don't worry however when you re-establish or refresh your connection your coins, cash, and/or items will all be back in your inventory, so while this is an inconvenience you are not losing items.
While we determine (and fix) the root cause of this issue there are a few things that you can do to reduce the frequency of these errors.
1. Plug in. Even the best of wireless connections will be slightly more susceptible to mis-communicating with our servers.
2. Reduce the number of open internet applications. If you are running several programs that are competing for your internet bandwidth this can cause a lag in response that could also be contributing to this issue.
3. Clear your Cache and restart the application. If you are unsure of how to clear your cache we have an article here explaining how to do so.

When my farm town had the same issue, I tried clearing the app's cache. It got fixed for a week but went back the week after. So every time I encountered that problem, I just repeat the process.
