Deanflyer did'nt give the best advise. upgrades are go according to what you are wanting to do with the system you have, which in this case, yours still has potential. ebay has a lot to offer for socket 478 mainboards. getting a new system is not always the best answer, especialy when you are on a budget. besides not everyone needs a new system.
Doing a search shows this system having a Pentium 4 processor. You are really only going to get incremental speed upgrades changing this to a faster version of the same CPU, plus the CPU is obsolete, so you'd have to find a second hand unit.
It looks like the system is an ATX motherboard, so you could install a new motherboard that would enable you to install a new faster CPU (i.e. Intel Core 2 Duo/AMD Phenom etc). However things are not so simple as you will then need new memory (most new motherboards require DDR2 memory).
The graphics card will probably be AGP, so you will need a new graphics card as well. Hard drive interfaces have also changed so you may need to shell out for a newer SATA hard drive. You can however buy SATA to PATA adapters but hard drives are really cheap nowadays.
Basically - it is rarely worthwhile upgrading a PC. I'd suggest selling it and purchasing a new system unit. You can of course still keep your keyboard/mouse/peripherals.

whats the fastest processor i can put in my unit
whats the socket type for my chip
whats the brand
once you have this info you can order a new chip with out worrying.
