Is the Boot loader unlocked?
Did u try installing a custom firmware? 
You might need to get into recovery mode. The way to get in varies a bit between phones; just google your phone model and recovery. Once there you should have a few options, one will be something like "wipe cache partition". try that, then reload. There will also be factory reset, which may fix things, but you will lose all your data.
Before you do that, go to xda-developers.com. Look up your specific phone, and there will be a set of forums - there'll be one for asking for help. You're more likely to get a person who knows your exact phone (especially as I don't see you've mentioned it) there.
