If after trying "Direct Code Entry" your device does not respond, or if your
brand is not listed, try doing a search of the code library for your code by
following these steps.
Most users will want to store VCR codes under the VCR button, Cable codes
under CBL, etc. If you want to store a VCR code under CBL, etc., first follow
the procedure for Direct Code Entry and press CBL in step 2 of Direct Code
Entry, then enter ANY VCR code in step 3 of Direct Code Entry. Then follow the
steps above for Code Search.

The code for a Sanyo TV set should be 100. Press and hold the TV button on the remote while entering the code. The light should blink 5 times if it was accepted, and then you can test to see if it worked.

Found a solution that works well...
I picked up a Sony RM-VL600 universal remote with learning capability. With this unit, I've been able to program all the functions of the TB100MW9 DTV Converter box.
I picked up this unit at Walmart for $25, but have seen it on Amazon for as little as $16.
This remote is a vast improvement over the remote that comes with the Magnavox DTV converter, and was easy to program.

programming a device: make sure batteries are installed correctly. Turn device on(for ex., your TV). Press TV button next to Power button on your 15-2147...Press and hold the little P button until the red LED lite blinks twice...enter the first four-digit code for your device(in your case,JVC TV...first set of #s is '0463' ) note: the LED will blink once as each number is entered. If the number is correct the LED will blink 2x. Note if the LED doesn't blink twice after entering the 4 digit code, begin again with the next set of numbers. For JVC the codes are 0463 and 0053. Once your remote blinks twice after entering in your TV code, press the power button. This should turn off your TV. Just use like any other remote. Hope this helps you.
