If you're installing Windows 7, just put in the the installation disk, restart your machine and let it boot up from the DVD. Go through the installation wizard. When you get to the step where it asks you to choose the partition where to install, click the advanced button and select to reformat the partition. The rest of the process is straightforward and the setup will guide you.
If you have problems booting from the DVD, go into the BIOS settings and check the boot order to make sure the DVD drive comes before the hard-drive. Check your motherboards manual on how to do this.

DIY. first, be sure you choose the right boot component. by doing this, turn-on your computer press del to enter the CMOS setup, then, locate boot priority, then, select your CD or DVD ROM then save and exit.
