Tape will not wrap it times out? all the teeth are in tact on threading ring and gears and worm gear is in good shape.
Check to see if something is impeding the threading ring travel. I have repaired several PVW 2800s and 2650s with this problem.

I know this is old but in case this helps anyone trying to resurrect a deck. I throughly cleaned all the tape guides and paths with alcohol. I am not sure that helped but in the end I manually turned the sprocket attached to the motor in the upper left corner a couple of times after it loaded the tape around the head. That completed the travel of the guides and allowed the deck to get past the error. After that everything played fine. You will need to do this every time a tape loads. Perhaps it will work for someone else.
