Hi,
To know whether your PayPal account is active, kindly login to your PayPal account by entering the email address associated with your PayPal account and the password in the login box.
If you have forgotten the email address or password, you can reset it by clicking the "Forgotten your email address or password" link below the login box (see attached image)
If you are still unable to login to your account, please contact PayPal customer support by clicking the 'Contact Us' link at the bottom of your PayPal page.
On the new page which opens, you will find two options for contact: Email and Phone (see attached image). 
If you wish to contact by phone, click the 'Call Us' link. (You will have to generate the Secure Web PIN. For your account security, the customer support executive will ask for the account information and the Secure Web PIN)
